The European Union has launched an anti-dumping investigation into imports of hot-rolled flat steel from Egypt, India, Japan, and Vietnam, as announced in the Official Journal of the European Union.
The investigation, initiated by the European Steel Association (Eurofer) on June 24, 2024, targets certain flat-rolled products of iron, non-alloy steel, or other alloy steel. These products, whether in coils or cut-to-length and narrow strip formats, are not further processed beyond hot-rolling and are not clad, plated, or coated.
The products in question are classified under several CN codes, including CN codes 7208 10 00, 7208 25 00, 7208 26 00, 7208 27 00, 7208 36 00, 7208 37 00, 7208 38 00, 7208 39 00, 7208 40 00, 7208 52 10, 7208 52 99, 7208 53 10, 7208 53 90, 7208 54 00, 7211 13 00, 7211 14 00, 7211 19 00, ex 7225 19 10 (TARIC code 7225 19 10 90), 7225 30 90, ex 7225 40 60 (TARIC code 7225 40 60 90), 7225 40 90, ex 7226 19 10 (TARIC codes 7226 19 10 91, 7226 19 10 95), 7226 91 91, and 7226 91 99.
According to the European Commission, the allegation of dumping from Egypt, India, and Japan is based on comparisons between domestic prices and export prices (at EXW level) for sales to the EU. For Vietnam, the complainant argued that domestic prices should not be used for all months of the investigation period due to some sales being below cost. Instead, a combination of methods was used: comparing a constructed normal value with the export price for months where sales prices were below production costs, and comparing domestic prices with export prices for months where sales prices were above production costs. The results of these comparisons were aggregated annually.
The investigation will cover the period from April 1, 2023, to March 31, 2024, with an examination of trends relevant to injury assessment from January 1, 2021, through the end of the investigation period.
