Turkey’s Ministry of Commerce has imposed definitive anti-dumping duties on HRC imports, both alloyed and non-alloyed, from China, India, Japan, and Russia, according to an official gazette notification.
The anti-dumping duties, based on the CIF value, are as follows:
1. China:
– Han Steel Group Hanbao Iron & Steel: 36.37pct
– Qian’an Iron & Steel Company of Beijing Shougang: 22.61pct
– Rizhao Steel: 27.92pct
– Shanghai Meishan Iron & Steel: 15.42pct
– Shanxi Taigang Stainless Steel: 17pct
– Shougang Jingtang United Iron & Steel: 24.57pct
– Zhangjiagang Hongchang Plate: 26.39pct
– All other Chinese exporters: 43.31pct
2. India:
– Tata Steel: 6.1pct
– All others: 9pct
3. Japan:
– All others: 9pct
4. Russia:
– Magnitogorsk Iron & Steel and Novolipetsk Steel: 6.1pct
– All others: 9pct
These anti-dumping duties will be applied in addition to the existing tariffs of 15pct on non-alloyed HRC and 13pct on alloyed HRC. However, duties will not apply if the products are imported under the inward processing regime.
The investigation launched following a complaint by the Turkish Steel Producers’ Association, which includes Colakoglu, Erdemir, Isdemir, Habas, and Tosyali, alleges that HRC imports from these countries were being sold at prices significantly below fair market value, damaging the domestic steel industry. The probe covers the period from January 1, 2020, to June 30, 2023.
