Pakistan’s National Tariff Commission (NTC) has extended existing anti-dumping duties on cold-rolled steel (CR steel) imports from China to cover products with widths exceeding 1,250 mm, following an affirmative final determination in an anti-circumvention investigation.
The original anti-dumping duties, ranging from 13.17pct to 19.04pct, were imposed in January 2016 on CR steel imports with a thickness of 0.15-3.00 mm and widths up to 1,250 mm. The measures were subsequently extended for another five years from January 2021 following a sunset review.
The anti-circumvention investigation was initiated in May 2025 following an application by International Steels Limited and Aisha Steel Mills Limited. The applicants alleged that Chinese exporters were circumventing duties by supplying slightly modified products, particularly CR steel exceeding 1,250 mm in width.
The Commission found that the modified products share the same essential characteristics, end uses and tariff classifications as the original product under consideration, and that changes in trade patterns undermined the remedial effect of the existing duties.
Based on its findings, the NTC has decided to extend the anti-dumping duty of 19.04pct to CR steel imports with a thickness of 0.15-3.00 mm and widths exceeding 1,250 mm. The product is classified under HS codes 7209.1510, 7209.1590, 7209.1610, 7209.1690, 7209.1710, 7209.1790, 7209.1810, 7209.1899, 7209.2510, 7209.2590, 7209.2610, 7209.2690, 7209.2710, 7209.2790, 7209.2810 and 7209.2890.
The measures exclude tin mill black plate (TMBP) and CR steel used in automotive outer skins of four-wheeler vehicles of specified grades.
