Vietnam’s Ministry of Industry and Trade has announced provisional anti-dumping duties of 19.83pct to 27.83pct on HRC imports from China following complaints from domestic producers.
Baoshan Iron & Steel and Maanshan Iron & Steel are among the companies facing the highest duty of 27.83pct, while Guangxi Liuzhou Iron and Steel Group will be subject to a 19.38pct duty. The measures will take effect on March 8.
In 2024, Vietnam imported 12.6 million tons of hot-rolled steel, marking a 33pct year-on-year increase, according to customs data.
HRC imports from India will not be subject to anti-dumping tariffs. Although the investigation confirmed dumping, the volume was deemed insignificant (less than 3pct), leading to their exclusion from the scope of the duties.
The investigation began after the Trade Defense Department received a formal request on March 19, 2024, from domestic steelmakers Hoa Phat and Formosa, urging action against HRC imports from China and India.
The affected products are imported under several HS codes, including 7208.2500, 7208.2600, 7208.2719, 7207.2799, 7208.3600, 7208.3700, 7208.3800, 7208.3920, 7208.3940, 7208.3990, 7208.5100, 7208.5200, 7208.5300, 7208.5490, 7208.9090, 7211.1415, 7211.1416, 7211.1419, 7211.1913, 7211.1919, 7211.9012, 7211.9019, 7225.3090, 7225.4090, 7225.9990, 7226.9110, and 7226.9190.
