NTC initiates second sunset review of AD duties on Chinese CR steel

Pakistan’s National Tariff Commission (NTC) has initiated a second sunset review of anti-dumping (AD) duties imposed on imports of cold-rolled (CR) coils and sheets originating in and/or exported from China, according to an official notice.

The review follows an application filed on November 24, 2025, by domestic producers Aisha Steel Mills Limited and International Steel Limited, in response to the impending expiry of the existing anti-dumping measures.

The applicants argued that expiry of the duties would likely lead to the continuation or recurrence of dumping by Chinese exporters, causing material injury to Pakistan’s domestic CR steel industry. Following a preliminary examination, the NTC concluded that sufficient prima facie evidence exists to justify initiation of the sunset review.

The review will assess data covering the three-year period from October 1, 2022, to September 30, 2025. Although the current anti-dumping duties expired on January 12, 2026, they will remain in force pending the outcome of the sunset review, in accordance with applicable trade remedy regulations.

The product under review includes flat-rolled products of iron or non-alloy steel, cold-rolled and not clad, plated or coated, with thicknesses ranging from 0.15 mm to 3.00 mm and widths of up to 1,250 mm, whether in coils or cut-to-length sheets. Certain automotive outer skin grades and Tin Mill Black Plate (TMBP) of 0.30 mm or less are excluded from the scope.

The affected imports fall under several Pakistan Customs Tariff headings, including HS codes 7209.1510, 7209.1590, 7209.1610, 7209.1690, 7209.1710, 7209.1790, 7209.1810, 7209.1899, 7209.2510, 7209.2590, 7209.2610, 7209.2690, 7209.2710, 7209.2790, 7209.2810 and 7209.2890.

Separately, the NTC is also investigating alleged circumvention of anti-dumping duties on CR steel imports from China. The inquiry follows concerns that Chinese exporters may be bypassing the duties by marginally modifying the product, specifically by exporting CR steel with widths exceeding 1,250 mm, instead of the width threshold covered under the duty regime.

The NTC originally imposed definitive anti-dumping duties ranging from 13.17pct to 19.04pct on Chinese CR steel imports in January 2016. The measures were renewed in January 2021 for a further five years following a sunset review.
