Steel export licensing to focus on tracking and quality control – Ministry

China’s planned steel export licensing system is intended to strengthen monitoring, statistical analysis, and quality oversight of steel exports, rather than restrict shipment volumes, a spokesperson for the Ministry of Commerce said.

He Yadong, Ministry of Commerce’s spokesperson, said the system, covering around 300 customs codes for steel products, will take effect from January 1, 2026, under a joint notice issued with the General Administration of Customs. The move marks China’s first reintroduction of steel export licensing in 16 years.

He stressed that the measures comply with World Trade Organization rules and do not impose limits on export quantities or business qualifications. Instead, exporters will be required to submit product quality inspection certificates when applying for licenses, following consultations with industry participants.

According to Ministry, the requirement is aimed at encouraging exporters to focus more on product quality, increase investment in research and development, and support the high-quality development of China’s steel industry.

Under the revised 2025 catalogue of goods subject to export licensing, foreign trade operators must apply online for export licenses, submitting both export contracts and manufacturer-issued quality inspection certificates. Licenses will be valid for six months but may only be used within the year of issuance and can be used up to 12 times for customs clearance during their validity period.
