The Trade Remedies Authority (TRA), the UK’s independent trade remedies body, has launched a review of the tariff rate quota (TRQ) for category 13 steel (rebar) under the UK’s steel safeguard measures, following concerns over rising imports from Vietnam.
The review was prompted by an application from 7 Steel UK, formerly Celsa Steel UK, citing a substantial change in market conditions. The company indicated that imports from Vietnam may have exceeded the developing country exemption threshold, warranting a reassessment of the safeguard allocations.
7 Steel UK, acquired earlier this year by Sev.en Global Investments, has an annual production capacity of 1.2 mln tons of long steel products.
The TRA will now evaluate trade data for the period between October 1, 2024, and September 30, 2025, to determine whether the list of developing countries excluded from the quota should be amended. Once complete, the TRA will submit its recommendation to the Secretary of State for Business and Trade for a final decision.
