US confirms dumping margins on Algerian rebar imports

The U.S. Department of Commerce has issued a final affirmative determination that steel concrete reinforcing bar (rebar) from Algeria is being sold in the United States at less than fair value, according to a notice published in the Federal Register.

The investigation covers the period 1 April 2024 to 31 March 2025. Commerce determined that the following weighted-average dumping margins apply:

Tosyali Iron Steel Industry Algeria SPA: 127.32pct

All others: 127.32pct

The scope of the investigation covers steel concrete reinforcing bar imported in either straight lengths or coil form, regardless of metallurgy, length, diameter or grade. The scope also includes rebar that has undergone further processing in the subject country or a third country, such as cutting, grinding, galvanizing, painting or coating, provided the processing does not change the fundamental nature of the product. Specifically excluded from the scope are plain rounds (non-deformed or smooth rebar).

The products under investigation are primarily classified under HTSUS subheadings 7213.10.0000, 7214.20.0000 and 7228.30.8010, although imports may also enter under additional subheadings, including 7221.00.0017, 7221.00.0018, 7221.00.0030, 7221.00.0045, 7222.11.0001, 7222.11.0057, 7222.11.0059, 7222.30.0001, 7227.20.0080, 7227.90.6030, 7227.90.6035, 7227.90.6040, 7228.20.1000 and 7228.60.6000.

Following the Commerce Department’s final determination, the U.S. International Trade Commission (ITC) will make a separate ruling on whether the imports have caused material injury to the domestic industry. If the ITC confirms injury, antidumping duties will be imposed on Algerian rebar imports.
