South Africa’s International Trade Administration Commission (ITAC) has imposed definitive anti-dumping duties on imports of certain hot-rolled flat steel products from China, Japan and Taiwan, following a final determination that dumped imports caused material injury to the domestic industry.
The investigation, initiated in September 2024, was based on an application filed by ArcelorMittal South Africa and supported by Columbus Stainless, representing the full domestic production within the Southern African Customs Union (SACU).
ITAC concluded that imports from the three origins were dumped into the SACU market, resulting in material injury to the domestic industry, with a clear causal link established between import volumes and the deterioration in industry performance.
Definitive duties have been imposed on a country- and producer-specific basis. For China, Baoshan Iron & Steel Co., Ltd., Shanghai Meishan Iron & Steel Co., Ltd., Baosteel Zhanjiang Iron & Steel Co., Ltd., and Wuhan Iron and Steel Co., Ltd. are subject to an anti-dumping duty of 40.77pct. Shougang Jingtang United Iron & Steel Co., Ltd. and Shougang Qian’an Iron and Steel Company are subject to a duty of 19.18pct. Jingye Yingkou Medium Plate Co., Ltd. (formerly Rizhao Steel Yingkou Medium Plate Co., Ltd.) and Han Steel Group Hanbao Iron and Steel Co., Ltd. are subject to a duty of 6.99pct, while all other Chinese exporters face a duty of 47.92pct.
Imports from Japan are subject to a duty of 44.95pct for Nippon Steel Corporation, while other Japanese producers are subject to 57.23pct.
Imports from Taiwan are subject to a uniform duty of 24.20pct. The product scope covers hot-rolled flat steel in coils and cut lengths, including pickled and oiled material across a wide range of grades. Excluded from the measures are stainless steel and grain-oriented electrical steel.
The products fall under HS codes 7208.10, 7208.25, 7208.26, 7208.27, 7208.36, 7208.37, 7208.38, 7208.39, 7208.51, 7208.52, 7225.30 and 7225.40.
