Ministry imposes provisional anti-circumvention duty on Chinese hot-rolled steel imports

Vietnam’s Ministry of Industry and Trade (MOIT) has imposed temporary anti-circumvention measures on certain hot-rolled steel imports from China, extending existing trade defence actions.

The ministry applied a duty of 27.83pct on hot-rolled steel products with widths greater than 1,880 mm and up to 2,300 mm. The rate is aligned with the highest anti-dumping duty currently in place.

The move follows preliminary findings that Chinese exporters circumvented existing anti-dumping measures by making minor changes to product specifications, particularly increasing widths beyond 1,880 mm to avoid duties.

MOIT said imports of these wider hot-rolled steel products rose significantly after the initial measures came into force, undermining their effectiveness and causing injury to the domestic industry.

Vietnam had previously imposed definitive anti-dumping duties ranging from 23.01pct to 27.83pct on hot-rolled steel imports from China, covering products with widths up to 1,880 mm.
