Hoa Phat advances Dung Quat rail steel project

Hoa Phat Group is accelerating development of its Hoa Phat Dung Quat Rail and Special Steel Production Plant, while advancing its push into high-quality railway steel through a certification partnership with Germany-based TUV SUD Rail GmbH.

By the end of the first quarter of 2026, the project, located in the Dung Quat Economic Zone, had reached 35pct completion and entered its peak construction phase. Equipment installation is scheduled to begin in June 2026, with commissioning support from SMS Group experts expected from the third quarter. The plant, which broke ground in December 2025, is designed to produce 700,000 tons per year and will feature a high-precision four-axis rolling mill system. Its product range will include high-speed rails, urban railway rails, crane rails, and structural sections such as U, I, H and V profiles, along with other special steel products.

The company targets production of its first high-speed rail product in the first quarter of 2027, positioning itself as the first producer of such rails in Southeast Asia.

In parallel, Hoa Phat has signed a contract with TUV SUD Rail GmbH to support certification and quality assurance of its rail products. Under the agreement, TUV SUD will provide technical consulting, assess production systems, supervise testing, and carry out conformity certification in line with international standards. The certification scope will cover a range of rail grades, from R260 for standard applications to higher-performance R350HT and R400HT, suitable for urban, interregional and high-speed rail networks.

The certification process will follow globally recognized standards, including European (EN), Japanese (JIS) and Chinese (GB/TB) specifications, ensuring compliance with stringent technical requirements and enhancing the export potential of Hoa Phat’s products, the company said.

Hoa Phat Group is one of Vietnam’s leading industrial manufacturers, with steel as its core business. By the end of 2026, its crude steel production capacity is expected to reach 16 mln tons per year, ranking first in Southeast Asia and placing it among the top 30 steelmakers globally.
