US sets higher preliminary dumping margins on Emirati steel pipe exports

The US Department of Commerce has preliminarily determined that certain UAE producers and exporters of circular welded carbon-quality steel pipe (CWP) sold products in the US market at less than fair value during the review period from December 2023 to November 2024.

Under the preliminary results, Conares Metal Supply Limited received a dumping margin of 3.15pct, while Universal Tube and Pipe Industries FZE, THL Tube and Pipe Industries LLC, and KHK Scaffolding and Formwork LLC were assigned a margin of 6.16pct. Other UAE producers, including Ajmal Steel Tubes & Pipes, K.D. Industries and TSI Metal Industries, were given a preliminary margin of 5.50pct.

The latest margins are significantly higher than those assigned in the previous review, when Conares received a preliminary dumping margin of 0.96pct, while Universal, THL Tube and Pipe Industries and KHK Scaffolding were assigned 1.09pct. Ajmal Steel, TSI Metal Industries and K.D. Industries received a preliminary margin of 1.06pct.

The findings form part of the US administrative review of antidumping duties on UAE-origin CWP exports. The Department of Commerce is expected to issue its final determination after reviewing comments from interested parties.

The products covered by the order include welded carbon-quality steel pipes and tubes with an outside diameter not exceeding 16 inches (406.4 mm), commonly used in standard pipe, fence pipe, sprinkler pipe and structural applications.
