The US Court of International Trade (CIT) has issued a final judgment resulting in an increase in the antidumping duty margin for Universal Tube and Plastic Industries Ltd. and its related entities, following a review of the US antidumping order on circular welded carbon-quality steel pipe from the UAE.
The ruling, issued on August 19, 2026, concerns the 2020-2021 administrative review covering shipments from December 1, 2020, through November 30, 2021. Following the court decision, the US Department of Commerce amended the weighted-average dumping margin for Universal Tube, THL Tube and Pipe Industries LLC and KHK Scaffolding and Formwork LLC to 3.64pct from 2.63pct previously.
The case followed several rounds of litigation and remand proceedings. Commerce issued revised calculations in January 2026 after the CIT directed it to reconsider its differential pricing analysis, with the court subsequently sustaining the revised results.
However, the latest decision does not change the current cash deposit rate for the affected entities because a superseding rate has already been established in a subsequent administrative review. Commerce also said the relevant entries remain subject to a court injunction pending any appeals process.
The development adds to trade-related challenges facing Universal Tube and other UAE steel pipe exporters in the US market, although the amended margin relates specifically to the 2020-2021 review period rather than current shipments.
