Tata Steel Nederland, the Dutch government and the Province of North-Holland have agreed to extend their Joint Letter of Intent (JLoI) on the Green Steel Project at the IJmuiden steel plant by five months to March 1, 2027.
The project involves a major transformation of the IJmuiden works, replacing its coal-based steelmaking route with a direct reduced iron (DRI) plant and electric arc furnace (EAF), with hydrogen planned as the long-term reduction agent. The project is intended to reduce COâ‚‚ emissions while improving the environmental impact of the site and surrounding area.
The parties are using the additional time to address outstanding issues and work towards a final tailor-made agreement and investment decision. Discussions include the safe and controlled closure of the site’s two coke and gas plants, solutions for steel slag, network tariffs and changing regulatory and market conditions.
Tata Steel Nederland said basic engineering for the project is nearing completion, while key permitting procedures have been initiated. The company is also reviewing and prioritizing project spending and execution in light of changing market conditions.
The JLoI was originally signed in September 2025. The companies and Dutch authorities will continue working towards an integrated health and decarbonization project for the IJmuiden site.
Tata Steel Nederland is a subsidiary of the India-based Tata Steel Group, focusing on high-quality strip steel for demanding sectors such as automotive, construction, and packaging, with an annual crude steel production capacity of 7.5 mln tons per annum.
