ITAC imposes anti-dumping duties on Chinese corrosion-resistant steel

South Africa has imposed definitive anti-dumping duties on corrosion-resistant steel coil from China, with duties ranging from 8.21pct to 57.84pct, following an investigation by the International Trade Administration Commission of South Africa (ITAC).

The investigation covered flat-rolled iron or non-alloy steel coated with aluminium-zinc alloys and other alloy steel plated or coated with zinc, with a width of at least 600 mm and thickness below 0.45 mm, under HS codes 7210.61.20, 7210.61.30, 7225.92.25 and 7225.92.35.

ITAC determined a final dumping margin of 8.21pct for Shandong Guanxian Foryune Composite Materials Co., Ltd, while all other Chinese producers and exporters were assigned a 57.84pct margin. Foryune was the only Chinese exporter to provide verified information during the investigation.

Because safeguard duties are also applicable to the products, ITAC adopted a difference-duty approach to avoid a double remedy. For Foryune, the anti-dumping duty will be 0pct in the first three years and 8.21pct in years four and five. For all other Chinese exporters, it will be 5.50pct in year one, 20.50pct in year two, 35.50pct in year three and 57.84pct in years four and five, as the safeguard duty phases down.

Chinese imports of the subject products increased from 82,452 tons in 2021 to 107,388 tons in 2023, while their share of total imports remained around 99pct. Total imports rose from 83,910 tons to 108,087 tons over the same period.
