Ministry launches AD probe into HR flat steel imports from Vietnam

The Indian Ministry of Commerce and Industry has initiated an anti-dumping investigation into HR flat steel imports from Vietnam, according to a gazette notification.

The investigation follows an application by the Indian Steel Association (ISA) on behalf of domestic producers JSW Steel Limited and ArcelorMittal Nippon Steel India Limited, the Directorate General of Trade Remedies stated.

The applicants claim that HR flat steel from Vietnam is being imported at dumped prices, causing material injury to the domestic industry. They have also expressed concerns about a continued threat of injury due to these imports and have requested the imposition of anti-dumping duties.

The investigation focuses on “hot rolled flat products of alloy or non-alloy steel, not clad, not plated or coated, of a thickness up to 25 mm and width up to 2100 mm,” classified under custom tariff headings 7208, 7211, 7225, and 7226.

The proposed investigation period is from January 1, 2023, to December 31, 2023. However, the authority has extended the investigation period to cover January 1, 2023, to March 31, 2024 (15 months). The injury investigation period spans April 1, 2020, to March 31, 2024.
