Brazil’s Secretariat of Foreign Trade (Secex) has officially launched an anti-dumping investigation into cold rolled flat steel imports from China, according to a recent notification.
The investigation, initiated following a request from Usina Siderurgica de Minas Gerais SA (Usiminas) in April 2024, is supported by ArcelorMittal Brasil SA and Companhia Siderurgica Nacional (CSN).
The complaint alleges that Chinese cold rolled steel is being sold below fair market value, causing significant harm to the Brazilian steel industry.
The investigation will focus on flat-rolled carbon steel, both alloyed and non-alloyed, in coils or sheets, and will cover products classified under various subitems of the MERCOSUR Common Nomenclature (NCM), including 7209.15.00, 7209.16.00, 7209.17.00, and others. The proposed investigation period is January 2023 to December 2023, with the injury investigation covering January 2019 to December 2023.
The investigated products are classified under HS Codes 7209.15.00, 7209.16.00, 7209.17.00, 7209.18.00, 7209.25.00, 7209.26.00, 7209.27.00, 7209.28.00, 7209.90.00, 7211.23.00, 7211.29.10, 7211.29.20, 7225.19.00, 7225.50.90, 7226.19.00 and 7226.92.00 of the MERCOSUR Common Nomenclature (NCM).
The proposed investigation period is January 2023 to December 2023, with the injury investigation covering January 2019 to December 2023.
According to Aco Brasil, Brazil’s steel imports surged by nearly 24pct YoY to 3.3 mln tons in the first seven months of 2024, with China accounting for over half of this volume.
