Vinton Steel LLC, the U.S. subsidiary of Kyoei Steel, has awarded Tenova a contract to supply a new melt shop at its El Paso, Texas, facility. Tenova, a leader in sustainable solutions for the metals industry, will implement its Green City Mill Flex technology to boost production capacity to 400,000 tons per year while cutting emissions, energy use, and costs.
Green City Mill Flex is redefining long steel production with enhanced efficiency, flexibility, and environmental responsibility. Designed to produce a wide range of steel grades with the industry’s lowest carbon footprint, it integrates cutting-edge technologies, including Tenova’s third-generation Consteel Electric Arc Furnace (EAF). The plant will also feature continuous casting and rolling in collaboration with Pomini Long Rolling Mills. By utilizing locally sourced steel scrap, the project strengthens circular economy principles and minimizes environmental impact.
Under the contract, Tenova will supply a 45-ton Consteel EAF with continuous scrap preheating, an in-line ladle metallurgy furnace, a multi-strand continuous casting machine, and a fully automated material handling system. Sustainability-focused additions include an advanced fume treatment plant with a quenching tower and pulse-jet baghouse, a zero-water-consumption water treatment plant, and a new electrical distribution system.
The project will be executed under an EPCM contract managed by Techint Engineering & Construction (Techint E&C), a subsidiary of Tenova’s parent company, Techint Group. Techint E&C will oversee construction to ensure timely completion while meeting the highest quality and safety standards.
Construction begins in summer 2025, with plant startup expected in Q1 2027.
