The Canada Border Services Agency (CBSA) has launched an investigation under the Special Import Measures Act, focusing on corrosion-resistant steel imports from the Turkish steel producer Borcelik.
The investigation targets corrosion-resistant flat-rolled steel sheet products, including carbon steel and alloys with minimal amounts of boron, niobium, titanium, or vanadium. These products, in coils or cut lengths, have thicknesses up to 4.267 mm and widths up to 1,828.8 mm, with or without passivation or anti-fingerprint treatments.
The subject goods fall under tariff classification numbers 7210.30.00.00, 7210.49.00.40, 7210.49.00.50, 7210.49.00.60, 7210.49.00.70, 7210.61.00.10, 7210.61.00.20, 7210.69.00.10, 7210.69.00.20, 7212.20.00.10, 7212.20.00.20, 7212.20.00.30, 7212.20.00.40, 7212.30.00.10, 7212.30.00.20, 7212.30.00.30, 7212.30.00.40, 7212.50.00.30, 7212.50.00.40, 7212.50.00.50, 7212.50.00.60, 7225.91.00.10, 7225.91.00.20, 7225.91.00.30, 7225.91.00.40, 7225.92.00.10, 7225.92.00.20, 7225.92.00.30, 7225.92.00.40, 7226.99.00.11, 7226.99.00.12, 7226.99.00.13 and 7226.99.00.19.
CBSA will determine whether these imports are being dumped and is expected to make a preliminary decision within 90 days, which may lead to provisional duties, the notice said.
Borcelik, a joint venture between Borusan Holding and ArcelorMittal, is Turkey’s first private and second-largest flat steel manufacturer, with a production capacity of 1.5 mln tons of cold-rolled and coated steel products.
