    Canada starts review on AD tariffs for welded pipe imports from Turkey and Pakistan

    Turkish and Pakistani pipe producers are facing an administrative review by the Canada Border Services Agency (CBSA) on welded pipe imports.

    The review will reassess normal values and export prices for certain carbon steel welded pipes originating in or exported from Pakistan, Turkey, the Philippines, and Vietnam. Goods exported from Turkey by Erbosan Erciyas Boru are excluded from the process.

    The review follows a 2019 Canadian International Trade Tribunal (CITT) decision that imposed antidumping measures on these products under the Special Import Measures Act (SIMA).

    The scope covers carbon steel welded pipes between 0.5 inch and 6 inches in diameter, used in applications such as water wells, piling, sprinklers, and fencing, but excludes API-grade oil and gas line pipes.

    Exporters have until November 5, 2025, to provide sufficient data; otherwise, antidumping duties of up to 66.8pct for Pakistan, 45.8pct for Turkey, 66.8pct for the Philippines, and 54.2pct for Vietnam will apply, CBSA said.
