India’s Directorate General of Trade Remedies (DGTR) has recommended the imposition of anti-dumping duties on imports of cold-rolled non-oriented electrical steel (CRNO) from China, following its final findings.
The proposed duties include USD 223.82 per ton for Wuhan Iron & Steel, Baosteel Zhanjiang Iron & Steel, and Baoshan Iron & Steel. For all other Chinese exporters, the duty would be USD 414.92 per ton, DGTR said.
The investigation covered CRNO, also known as non-oriented electrical steel (NOES), non-grain oriented steel (NGO), or cold-rolled non-grain oriented steel (CRNGO). It includes cold-rolled flat steel products of silicon-electrical steel, in coils or otherwise, regardless of width and thickness, whether or not coated with enamel, varnish, natural oxide, phosphate, or other treatments.
The probe period ran from April 1, 2023, to March 31, 2024, while the injury review covered April 1, 2020, to March 31, 2024. The case followed a complaint by Posco Maharashtra Steel Pvt Ltd and CSCI Steel Corporation India Pvt Ltd.
DGTR noted that imports of CRNO from China surged more than tenfold during the investigation period compared to 2020-21. It concluded that the product had been exported at dumped prices, causing material injury to India’s domestic industry.
