India’s Directorate General of Trade Remedies (DGTR) has recommended imposing an anti-dumping duty of USD 121.55 per ton on HR steel imports from Vietnam, according to its final findings.
Vietnam’s Hoa Phat Group would be exempt, as it did not hold a valid BIS license during the investigation period.
The probe covered hot-rolled flat products of alloy or non-alloy steel (up to 25 mm thick and 2,100 mm wide), under tariff headings 7208, 7211, 7225, and 7226. The investigation period was January 1, 2023-March 31, 2024, with the injury review spanning April 1, 2020-March 31, 2024.
The case followed a complaint by the Indian Steel Association on behalf of JSW Steel and ArcelorMittal Nippon Steel India. DGTR found sufficient evidence that Vietnamese HR steel was sold in India at dumped prices, causing material injury to domestic producers.
The report also noted that India already applies a 12pct safeguard duty on flat steel imports, meaning the anti-dumping duty payable would be reduced by the safeguard duty amount, if applicable.
