The European Commission has initiated an antidumping investigation into cold-rolled flat steel imports from Turkey, India, Japan, Taiwan, and Vietnam, following a complaint lodged by EUROFER on 4 August 2025.
The probe covers flat-rolled products of iron or non-alloy steel, and other alloy steels (excluding stainless steel) of all widths, cold-rolled, not clad, plated or coated, and not further worked than cold-rolled.
According to the Commission, the dumping allegations are based on a comparison between domestic prices and export prices (at EXW level) of the products sold to the EU.
The investigation will review imports from 1 July 2024 to 30 June 2025, while the assessment of potential injury to EU producers will consider the broader period from 1 January 2022 through mid-2025.
In addition, the Commission said it intends to instruct customs authorities to register imports from the five countries at an early stage, enabling possible retroactive duties. A regulation formalizing this registration will be published in due course.
The products under investigation are currently classified under HS codes 7209.1500, 7209.1690, 7209.1790, 7209.1891, 7209.1899, 7209.2500, 7209.2690, 7209.2790, 7209.2890, 7211.2330, 7211.2380, 7211.2900, 7225.5080, and 7226.9200.
