The European Commission has introduced provisional safeguard measures on imports of steel laminations and cores (SLCs), with specific tariff-rate quotas allocated to Turkey and the UAE. The measure will apply for 155 days from September 25, 2026, through February 26, 2027.
Turkey has been allocated a quota of 14,161.55 tons, while the UAE has received 2,704.99 tons. Separate quotas of 4,241.07 tons for China and 2,694.36 tons for other countries have also been established.
The measure covers steel laminations and cores under CN code 8504.9013. For laminations, the in-quota price threshold is EUR 4,000 (USD 4,594) per ton and the out-of-quota threshold is EUR 4,550 (USD 5,225) per ton. For steel cores, the corresponding thresholds are EUR 5,000-5,600 (USD 5,742-6,431) per ton.
Where the import price is below the applicable threshold, the provisional safeguard duty will generally equal the difference between the threshold and the net import price. Steel laminations and cores already incorporated into transformers are subject to a separate safeguard duty of EUR 1,140 per ton (USD 1,309) and are not subject to the tariff quotas.
The Commission said some EU SLC production has already been relocated outside the bloc, including to Turkey and the United Arab Emirates. SLCs are produced by processing electrical steel into laminations and cores used in transformers and inductors.
