Pakistan’s Port Qasim Authority (PQA) has invited international proposals for consultancy services for the establishment, operation and management of the proposed Sea-to-Steel (S2S) project at the Iron Ore & Coal Berth (IOCB) in Port Qasim, Karachi.
According to the tender document, PQA is seeking consultants through a single-stage, two-envelope procedure using a quality- and cost-based selection method. Proposals are due by October 30.
The consultancy tender marks a further step in Pakistan’s plans to develop the Sea-to-Steel project, which envisages a green ship repair and dismantling yard and a green steel plant at Port Qasim. The project is structured under a 30-year Build-Operate-Transfer (BOT) framework, under which the successful developer will finance, build, operate and maintain the facilities. The initiative aims to revive under-used maritime and industrial infrastructure and support ship recycling, steel production and scrap recovery.
The project is centred on the Iron Ore & Coal Berth, with the developer required to rehabilitate the berth infrastructure. Commissioning is targeted within 24 months of signing the concession agreement. The proposed green steel plant would be located on Pakistan Steel Mills land and would require separate approvals.
The project was also discussed earlier this year in connection with interest from China’s Shandong Xinxu Group in a steel-linked maritime investment project at Port Qasim. At the time, the Chinese company was understood to be considering a feasibility assessment covering technical, financial and environmental aspects, with no binding investment commitment announced.
