Egypt’s Ministry of Investment and Foreign Trade has concluded its anti-dumping investigation into imports of cold-rolled, galvanized and pre-painted steel sheets from China and Turkey without imposing duties.
The decision, announced under Notice No. 7 of 2026, follows approval by the minister on March 31, based on recommendations from the advisory committee after completing technical and economic assessments.
The investigation, launched in September 2024 following complaints from local producers including Galva Metal and Kandil Steel Group, found that imports of CRC, HDG/GI and PPGI were entering at dumped prices and had caused material injury to the domestic industry.
However, authorities decided not to impose anti-dumping duties, citing the existence of definitive safeguard measures on the same products, which were deemed sufficient to address the impact on local producers.
Egypt had imposed provisional safeguard duties of 11pct on CRC, 12.16pct on galvanized steel and 4.94pct on pre-painted steel. Exemptions include CRC for enameling, galvanized steel with antibacterial coatings or plastisol/PET/VCM laminates, and pre-painted galvanized steel with Al-Zn alloy coating. These measures cover HS codes 720915, 720916, 720917, 720918, 720925, 720926, 720927, 720928, 720990, 721123, 721129, 721190, 722692, 721041, 721049, 721230, 721250, 722592, 722699, 721070, 721090, 721240, 721260, and 722599.
