Ministry launches antidumping probe into Chinese heavy section imports

The UAE has initiated an antidumping investigation into imports of heavy steel sections from China, according to a notification issued by the Ministry of Foreign Trade.

The probe follows a complaint filed by Emirates Steel, the country’s sole producer of heavy sections, which alleged that Chinese imports were entering the market at dumped prices, causing material injury to the domestic industry.

The investigation covers heavy sections of iron or non-alloy and alloy steel, not further worked than hot-rolled, hot-drawn, or hot-extruded. The products fall under HS subheadings 721631 (U-sections of height ≥ 80 mm), 721632 (I-sections of height ≥ 80 mm), 721633 (H-sections of height ≥ 80 mm), and 722870 (angles, shapes, and sections of alloy steel other than stainless).

The dumping review period is set from July 1, 2024, to June 30, 2025, while injury assessment spans January 1, 2021, to June 30, 2025.

Earlier this year, Emirates Steel introduced a Temporary Import Displacement Discount (TIDD) to counter rising imports, particularly from China. Under the scheme, eligible domestic orders of steel sections receive a discount linked to each customer’s reported import volumes. The higher the share of imported steel sections, the lower the customer’s discount eligibility.
