Pakistan’s National Tariff Commission (NTC) has decided to extend anti-dumping duties on cold rolled (CR) steel coils and sheets imported from China for another five years, effective January 13, 2026, following the conclusion of its second sunset review.
The review was initiated on January 10, 2026, following applications from domestic producers Aisha Steel Mills and International Steels Limited. The NTC determined that dumping would likely continue or recur if the existing duties were terminated, potentially causing material injury to the domestic industry through higher import volumes, price undercutting and pressure on production, sales and profitability.
The anti-dumping duties will remain between 13.17pct and 19.04pct, depending on the exporter. Shougang Casey Steel, Shougang Jingtang United Iron & Steel and Maanshan Iron & Steel will face duties of 19.04pct, while Beijing Shougang Cold Rolling will be subject to 16.27pct. Handan Iron & Steel Group Han-Bao will face the lowest rate of 13.17pct. The rate for all other exporters is 19.04pct.
The review covered the period from October 1, 2022, to September 30, 2025. The product scope includes flat-rolled iron or non-alloy steel, 0.15-3.00 mm thick, cold rolled and not clad, plated or coated, in coils or sheets. Certain automotive-grade products used for four-wheeler outer skins are excluded.
The duties will be levied on an ad valorem basis, in addition to other applicable import taxes and duties. Certain imports used as inputs for products destined solely for export or qualifying foreign grant-in-aid projects are exempt under the specified provisions.
The original anti-dumping duties were imposed in January 2016 at rates of 13.17-19.04pct and extended for a further five years from January 2021 following the first sunset review.
