Oyak Group sees inward processing regime changes strengthening domestic steel sector

Oyak Group General Manager and Erdemir Chairman Murat Yalcintas welcomed recent changes to Turkey’s Inward Processing Regime (DIR), calling them a positive step for the domestic steel industry.

The Ministry of Trade’s new regulations shorten the validity of Inward Processing Certificates and introduce a requirement that at least 25pct of finished steel products destined for export must be sourced domestically. From October 1, 2025, hot rolling operations from billets and slabs will be limited to four months instead of six, among other adjustments.

Yalcintas said the revisions will support domestic producers, curb unfair competition, and strengthen the foreign trade balance by narrowing the gap between import-driven outflows and export revenues. He added that the measures will boost capacity utilization, encourage new investment, and further reinforce the Turkish steel industry.
