Steel Dynamics, Inc. has petitioned the Department of Commerce (DOC) and the U.S. International Trade Commission (ITC) to impose antidumping duties on imports of corrosion-resistant flat-rolled steel (CORE) from Australia, Brazil, Canada, Mexico, the Netherlands, South Africa, Taiwan, Turkey, UAE, and Vietnam. The company also seeks countervailing duties on CORE imports from Brazil, Canada, Mexico, and Vietnam.
“Between the first half of 2023 and the first half of 2024, CORE imports from these ten countries surged by 57pct, rising from less than 1.25 mln tons to nearly two mln tons. This influx of unfairly traded imports has severely impacted the U.S. steel industry’s volume, prices, and profits, driving the need for this petition,” said Barry T. Schneider, President and COO.
CORE steel, used in sectors like automotive, appliances, and construction, consists of hot and cold-rolled steel coated with zinc or aluminum to resist corrosion. The U.S. market for these products exceeds 20 mln tons annually.
Steel Dynamics has invested USD 3.7 bln in its steel divisions since June 2019, including a 3-mln-ton electric arc furnace mill, four galvanizing lines, and three paint lines. “Restoring fair trade for CORE steel is vital for the domestic industry,” said Christopher A. Graham, Senior Vice President, Flat Roll Steel Group.
Under trade laws, the DOC will decide whether to launch investigations within 20 days, and the ITC must issue a preliminary injury ruling within 45 days. Preliminary determinations on subsidies are expected later this year, with dumping rulings likely early next year. Final decisions are anticipated by October 2025.
