Ukraine has initiated an anti-dumping investigation into imports of steel bars and angles from Turkey, following a complaint filed by domestic steel producer ArcelorMittal Kryvyi Rih.
According to Ukraine’s Interdepartmental Commission on International Trade, the petition contained sufficient evidence indicating that imports of the products from Turkey may have been sold at dumped prices, causing injury to the domestic industry. The commission stated that the dumping margins could not be considered minimal, while import volumes were also deemed significant.
Authorities also noted that the average import prices from Turkey were lower than the production costs of Ukrainian producers, while Turkish exporters have significant export potential and the ability to rapidly increase output of bars and angles.
The investigation covers the period from 2021 through the first half of 2025. Ukraine’s Ministry of Economy will collect submissions from interested parties within 30 days, while comments and information related to the case will be examined within 60 days from the launch of the investigation on March 10.
The products subject to the investigation include hot-rolled bars of iron, non-alloy and other alloy steel with a continuous circular cross-section and a diameter of up to 40 mm (inclusive), excluding bars made of steel grades 55C2 and 60C2A. The scope also covers bars with rectangular cross-sections with a thickness of up to 12 mm (inclusive) and a width of up to 60 mm (inclusive), as well as bars with square cross-sections with a side of up to 20 mm (inclusive). These products may include dents, ribs, grooves, furrows or other surface deformations created during the rolling process, and may also be supplied loosely laid in coils.
The products are classified under HS codes 7213.1000.00, 7213.9110.00, 7213.9141.00, 7213.9149.00, 7213.9170.00, 7213.9190.00, 7213.9910.00, 7213.9990.00, 7214.2000.00, 7214.9110.00, 7214.9190.00, 7214.9910.00, 7214.9950.00, 7214.9995.00, 7227.2000.00, 7227.9010.00 and 7228.2091.00.
The investigation also covers hot-rolled L-shaped sections of iron or non-alloy steel with a height of less than 80 mm, as well as other angles, shapes and special sections whose cross-section can be inscribed in a square with a side not exceeding 80 mm. These products are classified under HS codes 7216.2100.00 and 7216.5010.00.
