The UK government has announced its decision to maintain the anti-dumping measure on heavy plate steel imports from China, as recommended by the Trade Remedies Authority (TRA). This measure will remain in place for an extended period of five years.
Within the UK heavy plate steel industry, there are two major producers: Spartan UK Ltd and Liberty Steel Dalzell Ltd.
The TRA’s investigation revealed that if the anti-dumping measure were to be lifted, the UK industry would face recurring harm. In such a scenario, domestic producers would struggle to compete, potentially leading to the closure of their plants in North Lincolnshire and North Lanarkshire.
The anti-dumping measure pertains to flat products of non-alloy or other alloy steel (excluding stainless steel, silicon-electrical steel, tool steel, and high-speed steel). These products are hot-rolled, not clad, plated or coated, not in coils, with a thickness exceeding 10mm and a width of 600mm or more. Alternatively, they can have a thickness of 4.75mm or more but not exceeding 10mm, and a width of 2.05m or more.
The Trade Remedies Authority initiated the transition review on January 25, 2022.
The investigation period for the transition review covered January 1, 2021, to December 31, 2021, while the injury period analyzed was January 1, 2018, to December 31, 2021.
