EU opens sunset review of Turkish hot rolled steel AD measures

The European Commission (EC) has initiated an expiry (sunset) review of the anti-dumping duties on imports of certain hot rolled flat products of iron, non-alloy or other alloy steel originating from Turkey, following a request submitted by the European Steel Association (EUROFER).

The review will determine whether the expiry of the existing measures would likely result in the continuation or recurrence of dumping and material injury to the EU steel industry. The request, submitted on 1 April 2026, argues that Turkish producers continue to have spare capacity, while the EU remains an attractive export market. It also alleges that Turkish imports have continued to exert price pressure on EU producers.

The products under review include hot rolled flat products of iron, non-alloy or other alloy steel, whether or not in coils, currently classified under CN codes 7208, 7211 and 7225-7226, including the relevant TARIC subheadings specified in the notice. Stainless steel, grain-oriented electrical steel, tool steel, high-speed steel and certain heavy plate products are excluded from the investigation.

The current anti-dumping duties range from 4.7pct to 7.3pct. Habas is subject to the lowest duty of 4.7pct, while Oyak Maden Metalurji Group (Erdemir and Isdemir) faces 5pct. Borcelik and Agir Haddecilikss are subject to 5.7pct, Colakoglu Metalurji to 7.3pct, with all other Turkish producers also subject to a 7.3pct duty.

The Commission will examine dumping during the review investigation period from 1 April 2025 to 31 March 2026, while the injury assessment will cover the period from 1 January 2023 to the end of the review investigation period.

The review is expected to be completed within 12 months, and no later than 15 months, with the existing anti-dumping measures remaining in force during the investigation.
