European Commission eyes 25pct duty on scrap exports

The European Commission is considering export duties of up to 25pct on scrap metal to support the domestic industry amid concerns over trade disruptions from U.S. tariffs, according to a draft EU plan seen by Reuters. The move follows President Donald Trump’s decision to impose 25pct tariffs on steel and aluminum imports.

The EU is also reviewing its existing trade defense measures, including a “melted and poured” rule to prevent importers from circumventing origin regulations through minimal processing. Additionally, the Commission plans to introduce a new tariff rate quota system for steel imports before the current one expires in 2026.

These measures are part of the EU’s broader steel and metals action plan under the Clean Industrial Deal, aimed at strengthening European industries against competition from China and the U.S. The final plan is set to be announced Wednesday and may undergo further revisions.
