Ministry extends AD tariffs on imports of stainless steel tubes from China and Taiwan

Turkey’s Ministry of Commerce has extended anti-dumping duties on imports of stainless steel tubes and hollow sections from China and Taiwan, following a review to assess the need for continuing the measures. The decision was published in the Turkish Official Gazette.

The investigation concluded that if the duties were lifted, dumping and injury to the domestic industry would likely persist or recur. As a result, Turkey will maintain anti-dumping duties on these products as follows:

Imports from Taiwan (HS Codes 7306.40.20.90.00 and 7306.40.80.90.00): 7.98pct to 11.5pct

Imports from China (HS Code 7306.61.10.00.00): 13.82pct to 20.5pct

The review was initiated in December 2023 in response to petitions from local producers, including Marcegaglia TR Paslanmaz Celik, Borsen Boru, YC Inox TR Celik, Nikel Paslanmaz Celik, and Kaya Celik.

Turkey originally imposed these duties in 2013, revising them in 2018. Prior rates ranged from 13.81pct to 25.27pct for Chinese imports and 7.98pct to 11.5pct for those from Taiwan. Domestic producers argued that removing the duties would likely lead to continued dumping practices and renewed harm to the local industry.
