    Ministry imposes provisional AD tariffs on HR plate imports from China

    The South Korean Ministry of Economy and Finance has imposed provisional anti-dumping duties on hot-rolled plate imports from China.

    The duties, ranging from 27.91pct to 38.02pct, apply to China-origin hot-rolled carbon and alloy steel plates with a thickness of at least 4.75 mm and a width of at least 600 mm. These provisional measures will remain in effect for four months, until August 23, 2025.

    The affected products fall under HS codes 7208.51.1000, 7208.51.9000, 7208.52.1000, 7208.52.9000, 7225.40.9010, 7225.40.9091, and 7225.40.9099.

    The move follows an anti-dumping investigation launched last year by the Ministry of Trade, Industry, and Energy after a complaint from Hyundai Steel. The domestic industry has consistently raised concerns over the impact of low-cost Chinese steel imports. According to the Korea Iron and Steel Association, imports of Chinese steel products into South Korea rose to 8.73 mln tons last year, marking a 29.2pct increase from the previous year.
