    NTC launches sunset review of AD tariffs on Chinese billet imports

    Pakistan’s National Tariff Commission (NTC) has initiated a sunset review to assess whether anti-dumping duties on billet imports from China should remain in place.

    The review follows a joint application submitted on April 30, 2025, by domestic steelmakers Amreli Steels, Mughal Steel, and Frontier Foundry Steel. According to an NTC notice seen by MEsteel, the applicants argue that removing the duty could result in continued or renewed dumping, potentially harming the local industry.

    The review will evaluate data from January 1, 2022, to December 31, 2024.

    Pakistan initially imposed a 24.04pct anti-dumping duty on Chinese billet imports in June 2017, later extending it in June 2022 after its first sunset review.

    The product under review includes various types of steel billets, classified under HS codes 7207.1110, 7207.1190, 7207.1210, 7207.1290, 7207.1910, 7207.1920, 7207.1990, 7207.2010, 7207.2020, 7207.2090, 7224.1000, and 7224.9000.
