ArcelorMittal awards decarbonization contract for Dunkirk steel plant

ArcelorMittal awarded a consortium comprising Spain-based Tecnicas Reunidas and IDOM an EPCM contract for the development of new steelmaking facilities at its Dunkirk plant in France as part of the site’s decarbonization program.

The project includes the construction of a 2 mln tons per year electric arc furnace (EAF) and a ladle furnace (LF), along with related auxiliary systems and infrastructure.

According to the companies, the new EAF-based production route will reduce carbon emissions to around 0.6 tons of CO2 per ton of steel produced, approximately three times lower than the conventional blast furnace route. The facility will use a mix of scrap, direct reduced iron (DRI/HBI), and hot metal as feedstock.

The scope of work under the EPCM contract includes detailed engineering, procurement, construction management, commissioning, and testing.

The new facilities are expected to start operations in 2029 and will be integrated into the existing Dunkirk steelworks.

The contract follows earlier consultancy and FEED engineering work carried out by Tecnicas Reunidas and IDOM for the project.

ArcelorMittal operates one of Europe’s largest integrated steel plants in Dunkirk, France, producing flat steel products for automotive, industrial, and construction applications.
