Turkey’s Ministry of Trade has imposed definitive anti-dumping duties on certain cold-rolled, galvanized and painted flat steel imports from China and South Korea after concluding that dumped imports caused material injury to the domestic industry.
The decision follows an investigation launched in December 2024 covering a range of flat steel products. The investigation examined imports from China and South Korea during the period from July 2023 to June 2024, while the injury analysis covered the period from 2021 through June 2024.
The ministry found that imports from both countries were dumped and exerted significant price pressure on domestic producers. The investigation also determined that imports from China and South Korea accounted for more than half of Turkey’s total imports of the products under review, undercutting domestic prices and suppressing price increases that would otherwise have occurred.
Imports from China increased from 351,805 tons in 2022 to 655,713 tons in 2023 and remained elevated at 613,278 tons during the review period, while the country’s share of total imports rose from 19pct to 27pct.
Imports from South Korea increased from 438,793 tons in 2022 to 596,870 tons in 2023 and totaled 589,078 tons during the review period. South Korea’s share of total imports rose from 24pct to 26pct.
Combined imports from the two countries increased from 790,598 tons in 2022 to 1.25 mln tons in 2023 and remained high at 1.20 mln tons during the review period. Their share of Turkey’s total imports rose from 43pct in 2022 to 52pct in 2023 and 53pct during the review period. The ministry concluded that the increase in low-priced imports contributed to declines in production, domestic sales, profitability, capacity utilization and market share among Turkish producers.
As a result, anti-dumping duties ranging from 10.48pct to 32.40pct were imposed on a CIF basis. For Chinese producers, duties were set at 22.37pct for Angang Steel, 28.88pct for Baoshan Iron & Steel, 27.80pct for Shougang Jingtang, and 27.68pct for Baosteel Zhanjiang Iron & Steel, Beijing Shougang Cold Rolling, Bengang Steel Plates, BX Steel POSCO Cold Rolled Sheet, Chengde Chengsteel Vanadium & Titanium Cold Rolling Thin Plate, Handan Iron & Steel Group Han-Bao, Hebei Zhihui Colored Steel Building Materials, Shandong Jialong New Material, Shandong Liqing Steel Plate, Shandong Ye Hui Coated Steel, Shanghai Meishan Iron & Steel, Suzhou Gelaikesi Steel, Suzhou Xingheyuan Special Material, Wisco-Nippon Steel Tinplate and Zhejiang Huada New Materials. All other Chinese exporters will be subject to a duty of 32.40pct.
For South Korean producers, duties were set at 14.24pct for DK Dongshin, 11.58pct for Dongkuk Coated Metal, KG Dongbu Steel and POSCO Steeleon, 12.90pct for Hyundai Steel, and 10.48pct for POSCO. All other South Korean exporters will face a duty of 27.00pct.
The ministry excluded automotive-grade galvanized steel coils wider than 1,620 mm from the scope of the measures. In addition, POSMAC corrosion-resistant coated steel products were exempted from the anti-dumping duties.
The investigation was initiated following a complaint submitted by the Turkish Association of Galvanized and Painted Flat Steel Producers (SOGAD) on behalf of domestic producers Atakas, Borcelik, Gazi Metal, MMK Metalurji, Tatmetal, Tezcan and Yildiz Demir Celik.
