    NTC expands scope of galvanized steel AD tariffs to cover galvalume imports from China

    Pakistan’s National Tariff Commission (NTC) has decided to extend the 40.47pct anti-dumping duty on galvalume steel imports from China, following the conclusion of an anti-circumvention investigation, according to a notice seen by MEsteel.

    The investigation was launched last year after a petition by domestic flat steel producers, International Steels and Aisha Steel, who alleged that Chinese exporters were bypassing existing anti-dumping duties on galvanized steel by slightly modifying the product into galvalume steel. This, they argued, undermined the intended protective effects on domestic pricing and volumes.

    The product under review, commonly referred to as galvalume, aluzinc, or zinc-aluminum steel, is a flat-rolled product of iron or non-alloy steel, coated by hot-dip galvanization with zinc and aluminum as primary elements. It falls under HS codes 7210.6110, 7210.6190, 7210.6910, and 7210.6990.

    The NTC concluded that Chinese galvalume imports were indeed circumventing the anti-dumping measures originally imposed on galvanized steel, thereby distorting the local market. As a result, the Commission has extended the existing 40.47pct duty on all Chinese exporters and producers of galvalume steel.

    Pakistan first imposed anti-dumping duties on Chinese galvanized steel in February 2017, ranging from 6.09pct to 40.47pct, and extended them for another five years in February 2022.
