Vietnam’s Ministry of Industry and Trade has officially imposed definitive anti-dumping duties ranging from 23.01pct to 27.83pct on HRC imports from China, exceeding the provisional rates announced earlier this year (19.83pct-27.83pct).
Under the final decision, Guangxi Liuzhou Iron and Steel Group will face a 23.1pct duty, Hebei Yanshan Iron and Steel Group 26.94pct, and all other Chinese exporters 27.83pct.
Vietnam imported 12.6 mln tons of HRC in 2024, a 33pct increase YoY, according to customs data. The Ministry confirmed that HRC imports from India are exempt from these duties.
The investigation began in March 2024 following a petition from local steelmakers Hoa Phat and Formosa.
The duties apply to carbon and alloy HRC products with thickness between 1.2-25.4mm and width up to 1,880mm, covered under HS codes including 7208.2500, 7208.2600, 7208.2719, 7207.2799, 7208.3600, 7208.3700, 7208.3800, 7208.3920, 7208.3940, 7208.3990, 7208.5100, 7208.5200, 7208.5300, 7208.5490, 7208.9090, 7211.1415, 7211.1416, 7211.1419, 7211.1913, 7211.1919, 7211.9012, 7211.9019, 7225.3090, 7225.4090, 7225.9990, 7226.9110, and 7226.9190.
