The Canadian International Trade Tribunal (CITT) has extended anti-dumping duties on imports of concrete reinforcing bar (rebar) from Turkey, China, and South Korea following the completion of an expiry review.
The tribunal determined that the removal of the existing measures would likely result in injury to Canada’s domestic steel industry and therefore decided to maintain the order originally renewed in October 2020.
As a result, the Canada Border Services Agency (CBSA) will continue to impose anti-dumping duties on rebar imports from Turkey, China, and South Korea.
Current anti-dumping duty rates stand at 6.5pct for Turkish rebar, 25.1pct for South Korean rebar, and 26.6pct for Chinese origin rebar. Countervailing duties on Chinese rebar will also remain in place, with the subsidy rate set at 6.1pct.
The measures cover hot-rolled deformed steel concrete reinforcing bar in straight lengths or coils, in diameters up to and including 56.4 mm, excluding certain specialty and fabricated rebar products.
The decision follows an expiry review launched in 2025 and ensures the continuation of trade protection measures that have been in place since Canada’s original injury finding in 2015.
