Marcegaglia, Danieli plan new steelmaking and flat rolling plant in Fos-sur-Mer

Marcegaglia and Danieli have signed an agreement to develop a new steelmaking and flat rolling facility in Fos-sur-Mer, France.

The proposed plant will have capacity to produce over 2 mln tons per year of liquid steel and up to 3 mln tons per year of stainless and carbon HRC, covering around 35pct of Marcegaglia’s coil and slab requirements. Output will primarily supply the group’s downstream operations in Italy.

The facility will include an electric arc furnace, a single-strand continuous slab caster and a hot-strip mill, enabling flexible production and consistent quality across a wide range of flat steel grades.

The project is designed with a focus on sustainability, incorporating advanced automation, energy-efficient technologies and optimized resource use. The use of scrap, low-carbon HBI and low-emission energy sources is expected to reduce greenhouse gas emissions by up to 80pct compared to conventional routes.

The final investment decision is expected by end-2026, subject to permitting and ongoing discussions with French authorities.

Marcegaglia is a leading global steel processor and one of the largest independent players in the steel industry, headquartered in Italy and controlled by the Marcegaglia family. Founded in 1959, the group operates 36 production facilities across four continents and a network of around 60 sales offices. The company processes approximately 6.5 mln tons of steel annually, with core activities spanning carbon steel flat products and tubes, stainless steel products and heavy plates. It entered primary steel production in 2023 with the acquisition of a UK-based electric arc furnace plant and is further expanding capacity through its Fos-sur-Mer project in France.
