Ministry approves provisional AD duties on stainless CR steel imports from China and Taiwan

Japan has approved provisional anti-dumping duties on imports of nickel-based stainless steel cold-rolled strips and cold-rolled steel sheets originating from China and Taiwan after authorities found evidence of dumping and material injury to the domestic industry.

The provisional duties, ranging from 3.6pct to 42.1pct, will apply from 9 July to 8 November 2026, following the promulgation of a Cabinet Order on 8 July.

The measures conclude the preliminary phase of a joint investigation launched by Japan’s Ministry of Economy, Trade and Industry (METI) and Ministry of Finance on 22 July 2025. The investigation resulted in a provisional determination issued on 19 June 2026, concluding that the products had been imported at unfairly low prices, causing material injury to Japanese producers.

The products covered are nickel-based stainless steel cold-rolled strips and cold-rolled steel sheets containing 10.5pct or more chromium and more than 0.6pct nickel by weight. The material is widely used in applications requiring corrosion resistance and high-quality surface finish.

The anti-dumping measures apply to products originating from or exported from China (excluding Hong Kong and Macau) and Taiwan.

The Japanese government said the provisional duties are intended to protect the domestic stainless steel industry while the anti-dumping investigation continues toward a final determination.
