Tosyali and other producers face AD tariffs on rebar exports to U.S.

The US Department of Commerce has issued a preliminary determination finding that Algerian-origin rebar was sold in the US market at less than fair value.

The ruling centers on Tosyali Iron Steel Industry Algeria SPA, the sole mandatory respondent in the investigation. The Department of Commerce said it relied on facts otherwise available after Tosyali Algeria withdrew from the investigation. As a result, the authority applied an adverse inference in calculating the dumping margin.

Based on the preliminary findings, the DOC determined that all Algerian rebar exporters, including Tosyali Algeria, will be subject to 127.32pct anti-dumping duties, effective December 19, 2025. Algeria is also subject to a separate countervailing duty (CVD) investigation on rebar imports.

The anti-dumping case was filed earlier this year by the Rebar Trade Action Coalition (RTAC), which includes major US producers such as Nucor, CMC, Steel Dynamics, and Gerdau Ameristeel. The final determination is expected within 120 days from the publication of the preliminary results.

Algeria’s rebar exports to the US have fluctuated sharply in recent years. Shipments totaled 363,600 tons in 2022, rose to 440,700 tons in 2023, and then fell to 91,500 tons in 2024.
