US imposes countervailing duty on Egyptian rebar imports

The U.S. Department of Commerce has decided to impose a 29.51pct countervailing duty (CVD) on imports of steel reinforcing bars (rebar) from Egypt, citing preliminary findings that Egyptian producers and exporters received government subsidies subject to countervailing measures.

The investigation covered the period 1 January-31 December 2024, with the duty taking effect on 13 January 2026, according to the notice.

Egyptian rebar exports are also subject to a separate anti-dumping investigation. In June 2025, the U.S. International Trade Commission initiated preliminary anti-dumping and countervailing duty probes into rebar imports from Egypt, Algeria, Bulgaria, and Vietnam.

Final determinations in both the CVD and anti-dumping cases are due no later than 26 May 2026, unless postponed.

The scope of the investigation covers rebar imported in straight lengths or coils, regardless of metallurgy, length, diameter or grade. Plain rounds, non-deformed or smooth rebar are excluded.

The subject merchandise is primarily classified under HTSUS item numbers 7213.10.0000, 7214.20.0000, and 7228.30.8010. It may also enter under 7221.00.0017, 7221.00.0018, 7221.00.0030, 7221.00.0045, 7222.11.0001, 7222.11.0057, 7222.11.0059, 7222.30.0001, 7227.20.0080, 7227.90.6030, 7227.90.6035, 7227.90.6040, 7228.20.1000, and 7228.60.6000.
