GravitHy, Elyse Energy and Marcegaglia partner to develop low-carbon industrial hub

GravitHy, Elyse Energy and Marcegaglia have signed a memorandum of understanding to explore industrial synergies at the Fos-sur-Mer industrial-port area in southern France. The agreement supports the development of a major low-carbon industrial hub in France’s second-largest industrial zone.

The three companies are advancing complementary projects aimed at supporting Europe’s decarbonization and industrial resilience. GravitHy plans to develop a low-carbon hot briquetted iron (HBI) plant with capacity of 2 mln tons per year by 2030, targeting around a 90pct reduction in CO2 emissions versus conventional steelmaking. Elyse Energy’s NeoCarb project aims to produce low-carbon fuels such as e-methanol and e-SAF from 2030 to support the maritime and aviation sectors. Marcegaglia is progressing its Mistral project, a modernized low-carbon steel production unit expected to cut greenhouse gas emissions by more than 90pct from 2028.

Under the MoU, the partners will form working groups to assess potential synergies in areas such as shared logistics, including coordinated road and rail access and joint use of Marcegaglia’s rail terminal. They will also examine circular economy opportunities, including CO2 capture and reuse, utilities and energy integration, heat and steam optimization, and the potential development of shared electricity storage.

The agreement also covers cooperation on site services, environmental permitting and regulatory coordination, with the aim of streamlining development while minimizing environmental impact. The initiative aligns with the broader regional consultation process for Fos-Berre and reflects the companies’ shared ambition to accelerate the creation of a leading European low-carbon industrial ecosystem.
