China’s Jingdong Steel has completed 60pct of construction on its USD 500 mln steel plates and pipes manufacturing plant in the Dhraa El Hadja industrial zone in M’sila province, according to the Algerian Investment Promotion Agency (AAPI).
Once completed, the facility will produce a range of steel plates and pipes under a two-phase plan. The first phase will establish a 200,000 tons per year steel plate unit, followed by a second phase adding a 300,000 tons per year steel pipe unit. Around half of the output is expected to be exported.
The land concession agreement for the project was signed in June 2025. The plant is designed to operate at 80pct capacity using locally sourced raw materials, primarily supplied from the Gara Djebilet iron ore deposit, supporting Algeria’s strategy to develop its domestic steel value chain. AAPI, which reports to the Prime Minister’s office, serves as the single point of contact for investors and oversees administrative procedures, land concessions and project implementation.
