UK initiates TRQ review on Turkish coated steel imports

The UK Trade Remedies Authority (TRA) has launched a tariff rate quota (TRQ) review into category 4 steel products (metallic coated sheet) imported from Turkey, following an application by Tata Steel UK, the authority said in a notice.

The review concerns the UK’s steel safeguard TRQ in force from 1 July 2025 to 30 June 2026. The TRA’s preliminary assessment indicates that Turkish shipments of metallic coated sheet now exceed the 3pct import-share threshold over the latest representative period (December 2024-November 2025), potentially disqualifying Turkey from the developing country exception for this product category.

Based on the evidence submitted, the TRA considers there has been a change in circumstances and has proposed to remove Turkey developing country exception status for category 4 products. If confirmed, Turkish exports would be moved into the residual quota, making volumes above the quota subject to the safeguard duty.

Product scope covers metallic coated flat steel under HS codes including 7210, 7212, 7225 and 7226 and subheadings. The period of investigation runs from 1 January to 31 December 2025.
