AQS hit with preliminary US countervailing duty on wire rod

The US Department of Commerce has preliminarily determined that countervailable subsidies are being provided to imports of carbon and alloy steel wire rod from Algeria, proposing a 73.33pct countervailing duty (CVD) on shipments to the United States.

Commerce assigned a 73.33pct ad valorem subsidy rate to SPA Algerian Qatar Steel (AQS), the sole mandatory respondent, while the same rate was also applied to all other Algerian producers and exporters.

The investigation covers certain hot-rolled carbon and alloy steel wire rod in coils of approximately circular cross-section and less than 19 mm in diameter. Excluded from the scope are stainless steel, tool steel, high-nickel steel, ball bearing steel, concrete reinforcing bars and rods, and free-cutting steel products. The products are classified under several HTSUS codes, including 7213.91, 7213.99, 7227.20, and 7227.90.

The preliminary determination covers the period of investigation (POI) from January 1 to December 31, 2025.

The investigation was initiated on May 1, 2026, while the preliminary determination became effective on July 8, 2026. Interested parties may submit case briefs before Commerce issues its final determination.
